Reorganize and Fixes

- Fix issue with Image and Hochschulname (wenn beides angegeben wird, wurde nichts angezeigt, nun ist das Logo priorisiert)
- Reorder aufgaben.typ and studiengang/fachbereich
- new variable studium.fachbereich
- priorize fachbereich on the titlepage
